The primary body of the CER is the Members' Assembly, composed of representatives of all the member cooperatives, which elects the Board of Directors, composed of between five and nine members.
The Board of Directors appoints the President and Vice-President from among its members and decides on the composition and functions of the Executive Committee.

Management control is the task of the Board of Auditors, made up of three full members and two alternates, appointed by the Members' Assembly.
The central Organisational Structure of the CER is divided into three operational spheres: 1) Business Area, Marketing and Tenders Area, 2) Administration and Finance Area, 3) Contracts Area; they are all coordinated by the Management.
Building work is usually assigned to member cooperatives, which are capable of covering nearly every market segment and locality.
