History
The CER, originally known as the "Consorzio Interprovinciale delle Cooperative di produzione e lavoro" (interprovincial association of production and labour cooperatives), was founded by a group of building workers' cooperatives in Emilia soon after the end of the war and was recognised by Presidential Decree of 24 October 1949 no. 1024.
The title was changed to the present one of "Consorzio Emiliano Romagnolo fra le cooperative di produzione e lavoro" by Presidential Decree 4 November 1950 no. 1131.
Since its inception in 1949 the CER has gradually been expanding its range of action outside the Emilia Romagna region and playing a leading role in the promotion and development of the cooperative system. It is now recognised as the key national association in Confcooperative for the building sector.
From the first earth-moving and civil construction work, the CER network expanded its activities to every public sector and by the eighties had become one of the biggest operators in the country with the greatest working capacity.
